Would this fit a harbor freight tumbler

I'm not sure on that, we do not carry their tumblers so I don't know the specs to know if it would fit or not.

What's the inner diameter? Will it work with a motor that has a 1/4" shaft?

It is Around 0.18 inches. No, not unless you drill it out.

what holdsmotor pulley in place

There is a black set screw that retains the motor pulley.
