the lltcx-topper does not shine anything

I am having trouble getting a shine on anything with this disk. I have done the sand paper and it still does not shine.

My Go To Cerium lap

This is the best Cerium solution I have ever used. Because it is impregnated, there are less worries of CeO entering any imperfections on stones like emeralds. It is fast and will make you wonder why anyone would use film toppers.
