These wheels don't always require dressing. If you feel that it does, use an aluminum oxide dressing stick in a similar grit range.
Yes, it is flat in the center and sides
No, this has to be used with water you should never use these dry.
Yes, most likely it will. Keep in mind the spacing might be different. The wheel accommodates multiple arbor sizes so that wont be an issue.
Yes, it will work, the spacing might be different from a galaxy wheel

46 grit saving hours

I use the 46 grit all the time to take out bad divits in rocks I am tumbling. Very agressive and very fast.

I've only had it for a few months chrome is peeling and wheel is starting to rust.
